Here's a way to make sure there's some big navies in the game. Make Germany and Russia the Axis and the United States, Great Britain and Japan the Allies. This would almost force both alliances to build a navy to assault each other's capitals.

Because of the New Alignments a few other changes should be made.

* Turn Order - Germany, Great Britain, Russia, Japan, United States.
* Change in Turf - The Russians get China along with the 2 Infantry in China.
* The Axis can still achieve an economic victory of 84.
