A Question of Neutrality?

Changing the neutrality rule. Instead of paying 3 IPCs one time to occupy a country, you must now pay a variable amount for every turn you occupy the country. After collecting your cash at the end of your turn, you must now roll a six-sided die for each neutral country you currently occupy. You must pay the amount shown on each die to the bank. Once you leave the country, you will no longer have to pay the penalty and the country returns to it's neutral status. If any of your allies occupy the same country, they must also pay to stay.
